For my tastes, I would say it's about "average" for a smaller season. Winters and Summers have fewer shows coming out and they tend to have less significant shorter length anime titles that don't have true story endings to them.

I'd say this season is okay, but there is definitely a shortage of romantic anime this season even given that fewer shows are debuting. That's why I'm watching some older anime. Unfortunately last year I already eliminated some of the shows I wanted to complete the most. Now I'm down to the lower level ones on the unofficial On Hold list.

At this point Mahou Shoujo Madoka is not really all that different from other magical girl shows I've seen so far (shoujo and shounen). I was kind of hoping for something a little more than what they've shown so far.

Mahou Shoujo Madoka Magica 3 (okay/decent - 5.47):
I liked this episode. I could see this part coming, but I still liked it when I seen it. The artwork isn't very SHAFT-like compared to most of the other shows of theirs I've seen. The only thing that's really unusual is the backgrounds and that's only when they're in the fighting dimension world. The rest of the time the characters look normal and the types of shots they use is toned down from their usual thing.
